F2 : New Management Level Courses for Marine Deck Officers
SCOPE
This Function covers the mandatory requirements for knowledge, understanding and proficiencies of “Cargo Handling and Stowage at the Management Level” as provided in Regulation II/2 in relation to Section A-II/2, Table A-II/2 of the STCW Convention, 1978, as amended.
This course requires a total of seventy-four (74) instructional hours to complete, consisting of theoretical and demonstration/practical activities. The subject matter includes: Course Introduction; Plan and Ensure Safe Loading, Stowage, Securing, Care during the Voyage and Unloading of Cargoes; and Assess Reported Defects and Damage to Cargo Spaces, Hatch Covers and Ballast Tanks and Take Appropriate Action and Carriage of Dangerous Goods.
TRAINING OUTCOMES
To meet the minimum standard of competence for all trainees assigned to shipboard duties as required in Section A-II/2 of the STCW Code as amended, this course is designed to enable the trainees to successfully demonstrate the competences for the function cargo handling and stowage at the management level for masters and chief mates on ships of 500 gross tonnage or more.
Specifically, at the end of the course the trainee must:
- plan and ensure safe loading, stowage, securing, care during the voyage and unloading of cargoes; and
- assess reported defects and damage to cargo spaces, hatch covers and ballast tanks and take appropriate action.
- Carriage of Dangerous Goods.
ENTRY STANDARDS
Entry to the course is open to Marine Deck Officers who are holders of Certificate of Competency (COC) under Regulation II/1 of the STCW Convention, 1978, as amended and have not less than one (1) year of seagoing service as officer in charge of a navigational watch on ships of 500 gross tonnage or more.
COURSE CERTIFICATE
On successful compliance of the requirements of the course, a Certificate of Completion shall be issued certifying a holder's acquisition of the mandatory minimum requirements and competences as required in Regualtion II/2 of the STCW Convention, 1978 as amended particularly for the function Cargo Handling and Stowage at the Management Level per Table A-II/2 of the STCW Code, as amended.
