F1 : New Management Level Courses for Marine Deck Officers

SCOPE

This Function covers the mandatory requirements for knowledge, understanding and proficiencies of the function “Navigation at the Management Level” as provided in Regulation II/2 in relation to Section A-II/2, Table A-II/2 of the STCW Convention, 1978, as amended.  

 This course requires a total of two hundred thirty-nine (239) instructional hours to complete, consisting of theoretical and demonstration/practical activities.  The subject matter includes:  Course Introduction; Plan a Voyage and Conduct Navigation; Coordinate Search and Rescue Operations; Establish Watchkeeping Arrangements and Procedures; Maintain Safe Navigation through the Use of Information from Navigation Equipment and Systems to Assist Command Decision Making; Maintain the Safety of Navigation through the Use of ECDIS and Associated Navigation Systems to Assist Command Decision Making; Respond to Navigational Emergencies; and Maneuver and Handle the Ship in all Conditions.

TRAINING OUTCOMES 

To meet the minimum standard of competence for seafarers assigned to shipboard duties as required in Section A-II/2 of the STCW Code as amended, this course is designed to enable the trainees to successfully demonstrate the competences for the function navigation at the management level for masters and chief mates on ships of 3,000 gross tonnage or more.

Specifically, at the end of the course the trainee must:

  • plan a voyage and conduct navigation;
  • coordinate search and rescue operations;
  • establish watchkeeping arrangements and procedures;
  • maintain safe navigation through the use of information from navigation equipment and systems to assist command decision making;
  • maintain the safety of navigation through the use of ECDIS and associated navigation systems to assist command decision making;
  • respond to navigational emergencies; and
  • maneuver and handle a ship in all conditions.

ENTRY STANDARDS

Entry to the course is open to Marine Deck Officers who are holders of Certificate of Competency (COC) under Regulation II/1 of the STCW Convention, 1978, as amended and have not less than one (1) year of seagoing service as officer in charge of a navigational watch on ships of 500 gross tonnage or more.

COURSE CERTIFICATE

On successful compliance of the requirements of the course, a Certificate of Completion shall be issued certifying a holder’s acquisition of the mandatory minimum requirements and competences as required in Regulation II/2 of the STCW Convention, 1978, as amended particularly for the function Navigation at the Management Level per Table A-II/2, Section A-II/2 of the STCW Code, as amended.
